Because femtocells have\r\nsmall coverage radius, typically from 15 to 30 meters, a\r\nfemtocell user (FU) walking at low speed can still make\r\nseveral femtocell-to-femtocell handovers during its connection.\r\nWhen performing a femtocell-to-femtocell handover, femtocell\r\nselection used to select the target handover femtocell has to\r\nbe able not only to reduce unnecessary handovers and but\r\nalso to support FU’s quality of service (QoS). In the paper,\r\nwe propose a femtocell selection scheme for femtocell-tofemtocell handover, named Mobility Prediction and Capacity\r\nEstimation based scheme (MPCE-based scheme), which has\r\nthe advantages of the mobility prediction and femtocell’s\r\navailable capacity estimation methods. Performance results\r\nobtained by computer simulation show that the proposed\r\nMPCE-based scheme can reduce unnecessary femtocell-tofemtocell handovers, maintain low data delay and improve\r\nthe throughput of femtocell users."^^ .
