On the other hand, in most current state-of-the-art early SKIP mode decision methods, the temporal layer index (TId), which is commonly used in the hierarchical coding structure, has not been fully exploited. In this regard, this paper proposes a novel early SKIP mode decision method for a HEVC encoder using TId-based rate-distortion (RD) modeling. In the proposed method, two new SKIP mode-checking conditions were introduced based on statistical analysis on TId and the RD-cost correlation.
